Grand Rivers City Council March monthly meeting

On Tuesday, March 11, 2014 the regular Grand Rivers City Council meeting was held in the Grand Rivers City Hall. A motion was made by Mark Sunderland to approve the minutes of the February 11, 2014 regular council meeting and was second by Diane Bingham. After brief discussion of the financial report ending February 28, 2014 a motion was made by Pat Gorbett to approve the report and second by Bill Huffman.

At the February 11, 2014 council meeting a small mathematical error was found in the City Audit Report. After a review of the corrections was made a motion was made by a Frank Buchanan to approve the report and was second by Diane Bingham.

In the next order of business the council discussed the Waste Disposal Franchise. Bids will be received from companies wishing to provide solid waste disposal to the city of Grand Rivers. Companies will be allowed to bid on two separate contracts, a three year contract and a four year contract. On Tuesday, May 13, 2014 the council will open bids received and consider offers for the highest and best bidder. Sample contracts can be obtained from the office of the City Clerk at the Grand Rivers City Hall. All bids must be submitted to the Grand Rivers City Clerk by May 12, 2014 between the hours of 8:00 AM to 4:00 PM.

Next, the Council discussed the Drug Free Workplace Ordinance and the 2nd reading was submitted. After a public notice of Ordinance Number 01-2014 is published the Ordinance will take effect. All city employees will initially be tested as well as new employees at the time they are hired. Thereafter, random drug test will be performed at the discretion of the testing facility and at the discretion of the Mayor any time drug use is suspected. A motion was made by Pat Gorbett to approve the second reading of the Ordinance and was second by Frank Buchanan. A roll call vote resulted in unanimous approval by the council.

The bids received to paint the City water tower were reviewed and discussed and the council approve the bid of $93,900 submitted by R & P Painting. The cost will include the inside and outside painting of the water tower and the mixing valve replacement and work needed. The bid includes $6,900 for parts. The council voted unanimously to accept the bid pending financial info from the KIA lending institution. During the time work is being done on the water tower there should be no interruption in service because of the stand pipe tank the city also uses.

The Council is pleased to announce that the bids for the new Sewer Plant should go out in about two weeks. The long awaited new Sewer Plant is much closer to becoming a reality.

A motion was then made to adjourn by Bill Huffman and seconded by Pat Gorbett. The next regular scheduled meeting will be held April 8, 2014 in the Grand Rivers City Hall. All citizens and guests are welcome to attend.
