Great River City Council monthly meeting
Grand River City Council held their regular monthly meeting on February 11, 2014. The minutes of the January 14, 2014 meeting were discussed and approved. After review and discussion the financial report for the period ending January 31, 2014 was approved.
The first order of business was the discussion of the audit of the financial statements of governmental activities, business type activities and all related activity performed by the City of Grand Rivers Kentucky for the year ending June 30, 2013. The audit was performed by John Elliott of Cornman, Bryan, Watts and Elliott CPAs PLLC.
Mr. Elliott went into great detail explaining page by page the findings of the report ending on February 7 2014. Mr. Elliott stated that it was a very clean report with no significant problems.
In other business Mayor Tom Moodie reminded the Council members that the waste disposal franchise would be due in April. Bids will be received from companies wishing to acquire the contract for residential and commercial trash pickup in Grand Rivers. Mayor Moodie expressed the need for more restrictions placed on companies that will be bidding. There will be more emphasis on equipment maintenance, clean and timely pickups, preventing service delays and a requirement for periodic proof of insurance to be presented to the City.
As an update to last month’s discussion of the need to replace the dance floor in the Community/Senior Center, Mayor Moodie has found out that the dance floor will not have to be replaced after all. The Mayor discovered that there was an agreement with the individual who installed the floor several years ago to return to put Clearcoat on the floors each year but that he had not been contacted by anyone to perform the work.
Since the floor has not been maintained it will need to be re-scuffed and five coats of Clearcoat put down and the floor will be fine. The cost will be $3,100 and then will need to be recoated at a cost of $300 each year.
The Council also discussed the painting of the city water tank and will put out a notice for bids soon. The Council then discussed the need to replace water lines in Lake City that are in bad need of repair. The main water line from the former Pelican Restaurant to Knoth’s BBQ are so deep in the ground that it is nearly impossible to make repairs. The equipment that the city presently has is not big enough to repair leaks and possess a safety issue for repair personnel. If repairs are needed it now requires the City to rent equipment to make the repairs. At the present the city is losing 3,000 gallons of water per month in Lake City. No action was taken at this time on this issue but will be discussed in more detail at a later date.
In regard to the Drug-free Workplace Policy, Council Member Bud Hunt introduced Ordinance 01 – 2014 which is a revision of the policy the city presently has pertaining to suspected drug use by employees. The new policy will be more clear on what will be expected of city employees.
Sewer and Water Manager Jeff Deweese reported that they will be ready to start receiving bids for the different phases of construction on the Proposed New Sewer Plant and that everything is running along smoothly.
The Council then adjourned and will reconvene for their regular monthly meeting at 5:30pm on March 11, 2014 in the Grand Rivers City Hall. Everyone is welcomed to attend.
