Salem City council meeting

On Tuesday, April 15, 2014 the Salem City Council held their regular monthly meeting in the Salem City Hall. Those present were Treasurer Hazel Croft, Commissioners Judy Hughes, Gary Damron, Judy Hodge and Craig Dossett, Plant Superintendent Doug Slayden and Mayor Stan Wallace.

The council opened the meeting with the Pledge to the Flag and a prayer for wisdom for governing the city.

Rell Peck was there to present the council with upcoming opportunities for the American Legion. The council will look into the information provided by Mr. Peck and see how they can be of assistance.

The reading of last month’s minutes was approved as read. A motion was made by Janet Hughes to pay the bills submitted to the council and was seconded by Craig Dossett. The motion carried.

The 2014-15 Budget Proposal was presented to the commissioners to review before the May meeting. Janet Hughes made a motion that was second by Gary Damron to contact Farmers Bank to secure a loan to purchase a new truck from Purchase Ford Lincoln in Mayfield Kentucky for $31,312.00. The loan will be signed for by Mayor Stan Wallace and Treasurer Hazel Croft. The city will make monthly payments of up to, but not exceeding, $3000 per month. The motion was carried.

Treasure Hazel Croft submitted formal request for the city to be placed on the County’s Paving Contract to be signed.

Plant Superintendent, Doug Slayden said that the Safety Grant paperwork has been submitted to KLC for reimbursement. Mr. Slayden also discussed the replacement of old street signs in the city and at what cost. After discussing the choices, Janet Hughes made a motion to purchase larger brackets for the street signs and then replace the old signs on them. This would cut down on cost in the future when new signs replace the older ones. Slayden also said they are in the process of submitting paperwork for KPDES Discharge Removal and that Assistant Plant Superintendent, Donnie Willbanks will be attending training this month to achieve certification as a Class II Waste Water Operator.

In other business, a request has been made by property owner Mike Keller for the city to allow him to purchase water from the Crittenden Livingston Water District due to inadequate water pressure he now receives. A motion was made by Gary Damron and second by Janet Hughes to create a resolution to amend the service area at 803 Irma Road, owned by Mr. Keller, to be transferred to Crittenden Livingston Water District. The motion was carried.

In the Officer’s Reports Gary Damron commended Josh Brown on his work with the Salem Newsletter and also to the Garden Club for the Spring Banquet.

Janet Hughes reminded every one of the Salem Derby Day activities to be held on May 3 2014.

Judy Hodge said she is continuing to work on the Livingston County Cemetery Book and it is almost completed.

Craig Dossett commanded the Salem Garden Club on the Spring Banquet and said that everyone had a wonderful time.

Mayor Stan Wallace said he is continuing to look into ways of making cost efficient improvements to the city. Sidewalk work needs to be done and there are those that would like to have new sidewalks extended throughout the city. Mayor Wallace said he is looking into grants and other ways of making improvements to the city. He also encouraged the Commissioners to contact their State Representatives with any concerns of the city.

Janet Hughes made a motion to adjourn that was second by Gary Damron. The Salem City Council meets the third Tuesday of each month at 6:00 PM in the Salem City Hall. Everyone is welcome to attend.
